Hereby proclaim the following Declaration, to be known as the “WZWF Kuching Declaration 2025”.
1. REPOSITIONING ZAKAT AND WAQF AS FOUNDATIONS OF A NEW CIVILISATION
The sanctity of the Baitulmal as the guardian of the Ummah’s wealth can only be upheld through the unity of Zakat and Waqf where two wings that lift and support
one another in sustaining the community’s well-being and future resilience. Separating zakat from waqf diminishes the strength and potential of both. Their
integration, however, creates a unified, resilient ecosystem that not only alleviates poverty but also empowers communities, restores dignity, and drives sustainable
socio-economic transformation all in harmony with the higher objectives of Shariah (Maqasid al-Shariah).

2. STRENGTHENING GOVERNANCE AND INSTITUTIONAL INTEGRITY
a. Encourages the reform of governance structures to prioritise integrity, professionalism, and measurable impact over procedural control.
b. Supports the development of performance-based governance frameworks that promote transparency, public trust, and ethical leadership.
c. Urges the establishment of internal audit and accountability mechanisms to ensure that every zakat and waqf fund is managed with trust, fairness, and
efficiency.

3. ADVANCING TECHNOLOGY AND DATA-DRIVEN TRANSFORMATION
a. Recognises digital transformation as essential for the relevance and transparency of zakat and waqf institutions.
b. Calls for the creation of shared digital infrastructures and data systems that enable traceability, real-time reporting, and collaboration across borders.
c. Mandates that all technological development be guided by Shariah ethics to ensure security, inclusivity, and moral accountability.

4. REVITALISING WAQF AS AN ENGINE OF DEVELOPMENT
a. Commits to the activation of dormant waqf assets into productive, income generating ventures that serve healthcare, education, food security, housing,
and innovation.
b. Encourages the diversification of waqf into intellectual, digital, and environmental domains to sustain its relevance in the modern economy.
c. Endorses the creation of long-term waqf investment portfolios that balance financial return with social impact.

5. HUMANISING WEALTH AND ECONOMIC JUSTICE
a. Reaffirms that wealth is a divine trust and must serve humanity before accumulation.
b. Supports the integration of zakat and waqf into ethical finance models that
restore balance between capital and compassion.
c. Resolves to promote financial ecosystems that uphold fairness, inclusivity, and shared prosperity — locally and globally.

6. SOLIDARITY AND HUMANITARIAN RESPONSIBILITY
a. Recognises the moral duty of zakat and waqf institutions to respond collectively to humanitarian crises, conflict, and displacement.
b. Encourages the establishment of cross-border mechanisms to coordinate humanitarian assistance, reconstruction, and resilience efforts.
c. Reaffirms the universal principle that the suffering of one community is the shared responsibility of all.

7. EMPOWERING FUTURE GENERATIONS
a. Resolves to invest in youth, women, and emerging leaders as the catalysts of innovation, governance, and institutional renewal.
b. Calls for inclusive leadership, capacity building, and education programmes that nurture excellence and visionary thinking.
c. Encourages the integration of technology, entrepreneurship, and social enterprise into zakat and waqf ecosystems to sustain long-term transformation.

8. FRAMEWORK FOR GLOBAL ACCOUNTABILITY AND COLLABORATION
a. Mandates the development of a Global Transformation Framework 2026 2030 to measure progress, impact, and collective outcomes across WZWF members.
b. Requests that regional and national partners submit annual progress reports to the WZWF Secretariat to ensure transparency and shared learning.
c. Supports the establishment of a global coordination mechanism for research, knowledge exchange, and policy innovation in zakat and waqf.

9. VISION FOR THE NEW GLOBAL ORDER
a. Proclaims that the New Global Zakat and Waqf Order shall be guided by three enduring principles:
(i) Faith as the moral foundation;
(ii) Knowledge as the enabler of excellence;
(iii) Justice as the measure of progress.
b. Commits to building a world where economic power is humanised, social development is faith-driven, and institutions serve the collective destiny of humanity.
c. Declares that this transformation shall begin now — through leadership, innovation, and cooperation among all who share this vision.

10. AMANAH FOR HUMANITY: REBUILDING PALESTINE
The World Zakat and Waqf Forum reaffirms its unwavering solidarity with the people of Palestine and their right to live in dignity, peace, and self-determination, grounded
in the universal principles of justice and compassion enjoined by Islam
a. Condemnation: The Forum strongly condemns all forms of aggression, occupation, and humanitarian violations that continue to cause immense
suffering among the Palestinian people.
b. Mobilisation: Member institutions are urged to coordinate zakat, waqf, and humanitarian initiatives to support reconstruction, education, healthcare, and
livelihood restoration in Palestine through transparent and accountable mechanisms.

c. Commitment: The Forum commits to sustaining advocacy and awareness efforts globally, ensuring that solidarity with Palestine remains an enduring
expression of faith, justice, and humanity.

CLOSING PROCLAMATION
The WZWF Kuching Declaration 2025 marks a turning point. It reaffirms that zakat and waqf are not traditions to be preserved — they are forces to be renewed,
systems to be transformed, and values to be universalised.

From Kuching, Sarawak — a new chapter begins: one of integrity in governance,
creativity in reform, and unity in purpose.
This Declaration stands as a moral and institutional covenant — to build a just,
compassionate, and resilient world through zakat and waqf.

In Kuching, Sarawak, Malaysia

Perdana Menteri, Datuk Seri Anwar Ibrahim, menegaskan bahawa dua institusi ini merupakan enjin ketamadunan dalam membentuk masyarakat Islam yang makmur sejak zaman silam.

“Zakat sebagai mekanisme agihan semula kekayaan dan pembersihan jiwa, manakala wakaf sebagai pemangkin manfaat berpanjangan serta penjaga maruah generasi mendatang.

“Apabila zakat dan wakaf berkembang, peradaban turut meningkat. Apabila ia terabai, masyarakat kehilangan arah dan kesejahteraan,” katanya.

Beliau berkata demikian dalam ucapan yang dibacakan oleh Menteri di Jabatan Perdana Menteri (Hal Ehwal Agama), Senator Datuk Setia Dr Mohd. Na’im Mokhtar, ketika menyempurnakan Majlis Penutupan World Zakat and Waqf Forum (WZWF) 14th Annual Meeting & International Conference 2025 di Hikmah Exchange, di sini.

Anwar berkata, kedua-dua institusi ini berpotensi memacu pendidikan, memperkukuh kesihatan, membina ketahanan iklim, menyediakan perumahan serta mendorong transformasi digital jika diurus secara strategik dan berinovasi.

Katanya, pendekatan baharu diperlukan bagi menjadikan zakat dan wakaf lebih lestari, telus serta berdaya saing, termasuk penerapan teknologi moden seperti kecerdasan buatan (AI), rantaian blok (blockchain) dan platform digital bagi mengoptimumkan agihan serta meningkatkan kepercayaan masyarakat.

“Bayangkan aset wakaf diurus menggunakan blockchain untuk ketelusan menyeluruh, manakala zakat diagihkan melalui sistem pintar berasaskan AI bagi memastikan keberkesanan maksimum.

“Ini bukan lagi angan-angan, tetapi masa depan yang boleh dicapai jika kita berani,” jelas beliau.

Anwar turut menekankan bahawa visi tersebut selaras dengan gagasan Malaysia Madani, yang menyeimbangkan pembangunan ekonomi dengan nilai moral, keadilan dan kemanusiaan.

Beliau juga menyeru agar institusi zakat dan wakaf di seluruh dunia bersatu di bawah kerangka strategik global, demi memastikan kekayaan umat Islam dimanfaatkan untuk kesejahteraan bersama, bukan hanya dalam konteks kebajikan, tetapi sebagai landasan ekonomi berteraskan nilai dan keadilan sosial.
